The Primary Caretaker Bill seeks to address these impacts by promoting alternatives to incarceration and requiring courts to consider caregiving responsibilities during sentencing and detention decisions.
This policy is grounded in evidence-based practices and reflects reforms that have already been adopted in several states, where primary caretaker legislation has helped keep families intact while still upholding accountability and public safety.
